San Jose Water Company\u2019s profits have surged from $17 million (2010) to $96 million (2024)<\/p><p>When San Jose Water\u2019s profits surged during a drought in 2016\u2014while residents were doing their part to conserve\u2014Rishi Kumar knew something was wrong. The final straw came when the company filed a surcharge request, claiming \u201cundercollection\u201d because people conserved too much water. Outraged by this injustice, Rishi became a committed water rate activist.<\/p><p>Since 2016, Rishi has led the charge to oppose 10 different rate hike proposals by San Jose Water\u2014successfully getting them rejected, reduced, or suspended. His fight began with a community forum he organized between residents, San Jose Water Company, and the Santa Clara Valley Water District. That event sparked a movement.<\/p><p>Rishi\u2019s approach was strategic and citizen-focused. He created a simple, repeatable process to file formal protests with the California Public Utilities Commission (CPUC)\u2014the agency that approves rate increases. He launched a public resource page and even developed a mobile app to make it easy for residents to submit their protest letters directly to the CPUC and the Office of Ratepayer Advocates (ORA). Thousands joined in.<\/p><p>Rishi turned public frustration into action\u2014and that action led to results. July 2018<\/li><li>17.04-001 ROE filing SJWC was approved at 8.3% instead of the 10.8% ROE requested by San Jose Water Company<\/li><li>CPUC investigates San Jose Water&#8217;s billing practices (9\/2018). Thanks to W Rates for leading charge in this effort<\/li><li>AL 512 ($11.47M recovery) was withdrawn by SJWC &#8211; no reason stated. This had been earlier suspended by CPUC<\/li><li>AL 510 was rejected<\/li><li>AL 501 (3.65%) was rejected by CPUC.<\/li><li>The drought mandate was effectively removed by the Santa Clara Valley Water district board (January 2017).
